Create a significant hazard to the public or the environment through reasonably foreseeable <br /> upset and accident conditions involving the release of hazardous materials into the <br /> environment? <br /> Less-than-Significant New Impact.The proposed modifications to the fueling center would be <br /> constructed and operated in accordance with all applicable health regulations, City building codes, <br /> City engineering standards,and the International Fire Code.In addition,the construction plans <br /> would be reviewed by the San Mateo County Health Department, Bay Area Air Quality Management <br /> District, Redwood City Building and Inspection Services, City Engineering and Construction Services, <br /> and Fire Department.Because design of the fueling center is intended to minimize or avoid ruptures <br /> and potential soil contamination,no new hazardous materials impacts are anticipated. <br /> Costco fueling centers are designed to operate as unattended self-serve facilities.However,Costco <br /> policy requires that every station must always have an attendant available and on duty at all times <br /> to execute the following responsibilities: <br /> • Assure member safety. <br /> • Educate members on how to use the equipment. <br /> • Assist members and answer their questions. <br /> • Direct traffic. <br /> • Clean up minor spills. <br /> • Keep the station clean. <br /> • Perform general maintenance. <br /> Each attendant must complete the fueling center training program which includes a test and a <br /> completion certificate.Also,each attendant must have a Job Hazard Analysis sheet on file before <br /> working at the fueling center.Additionally,senior managers are present in the warehouse during all <br /> hours of operation,are equipped with a roam telephone to respond to issues related to the fueling <br /> center,and inspect the facility for ongoing maintenance and safety issues.Every fueling center also <br /> has a"911"telephone that automatically contacts emergency dispatch.The proposed modifications <br /> would not alter any of Costco's safety policy requirements.Therefore,the proposed modifications <br /> would not create a significant hazard to the public or the environment through reasonably <br /> foreseeable upset and accident conditions involving the release of hazardous materials into the <br /> environment.New impacts would be less than significant. <br /> c. Emit hazardous emissions or handle hazardous or acutely hazardous materials,substances, or <br /> waste within one-quarter mile of an existing or proposed school? <br /> Less-than-Significant New Impact. Hoover Elementary School,located at 701 Charter Street,is <br /> approximately 0.18 mile to the north of the site of the proposed modifications. <br /> While proposed modifications operation could increase the amount of hazardous materials <br /> transported to and from the project site as part of fueling center operations,the handling of these <br /> materials would be required to comply with federal,state,and local regulations and would be <br /> consistent with existing procedures and conditions. <br /> Although the proposed modifications would involve hazardous materials during construction and <br /> operation of the proposed modifications (as discussed above in Sections 4.10.a and 3.10.b),it is <br /> Addendum No.2 to the Environmental Impact Report for 4-65 September 2012 <br /> the Redwood City Costco Wholesale Project ICF 00154.12 <br />
