Redwood City Costco Gasoline Expansion P�7.A. - Page 230 <br /> August 20,2012 ruye ia <br /> Existing Parking Occupancy <br /> Parking occupancy measures the level of use of the parking supply during a given time period. It is <br /> typically expressed in terms of a percentage of parking supply. To evaluate existing parking <br /> occupancy rates at the Redwood City Costco site, parking demand counts were conducted in May <br /> 2011. Both the weekday pm. peak period (4:00 p.m. to 7:00 p.m.) and the weekend midday peak <br /> period (11:00 a.m. to 3:00 p.m.) were counted at half-hour intervals. These peak periods were <br /> identified for evaluation based on known trip generation characteristics at Costco warehouses.Trip <br /> generation characteristics at Costco warehouses and the parking counts for this site indicated that <br /> the weekend peak period experienced the highest parking demand and was the critical time period <br /> for the parking needs evaluation. <br /> From the parking data collected, it was determined that the peak half hour of parking demand <br /> during the peak half hour on the weekend occurred on the weekend from 1:30 to 2:30 p.m. Figure 7 <br /> provides a graphical summary of the parking occupancy within the entire retail center by study <br /> zone for the weekend peak half hour period. <br /> As summarized in Figure 7, the retail center parking lot in total was 66% occupied during the <br /> weekend peak period and the Costco-specific parking was 73% occupied. The occupancy rate <br /> varied by zone within the site. As expected, the parking spaces closest to the Costco warehouse <br /> entrance (Zones 3, 4, and 6) were more heavily occupied, while the spaces in the far corners of the <br /> parking lot had lower utilization. Zones 3, 4, and 6,which are located nearest the Costco warehouse <br /> entrance, were the most heavily utilized with over 95% average utilization during the weekend <br /> peak period. The parking on the remainder of the site had much lower utilization, with over 350 <br /> vacant spaces available overall and over 200 vacant Costco-specific spaces during the weekend <br /> peak half hour period. <br /> Kittelson&Associates,Inc.
