This is to allow for ease of circulation, parking availability, and to <br /> account for variations in parking turn-over. Therefore, under existing conditions, the site operates <br /> well within the recommended parking supply buffers to allow for customer convenience and <br /> efficient on-site circulation. It also provides a significant margin for daily and seasonal fluctuations <br /> in parking demand, and accounts for flexibility in on-site circulation and maneuverability. As <br /> documented previously, the seasonal peak activity observed at the site (December 2010) was <br /> approximately 11% higher than that during the month when the parking data was collected (May <br /> 2011). Using this factor, the peak parking demand in December 2010 would be approximately 600 <br /> vehicles for the Costco parcel during the weekend peak half hour. This would equate to an <br /> occupancy rate of 81%on the Costco parcel which is still below the 90%occupancy rate for parking <br /> to be considered "full." Figure 8 summarizes the peak half hour of parking demand on site during <br /> the weekday p.m. peak period. As can be seen from Figure 8, parking demand was significantly <br /> lower during this time period with only 39%of the Costco parking supply occupied during the peak <br /> half hour. <br /> Kittelson&Associates,Inc.
