6.2.A. - Page 8
• Redwood City is identified in the Initial Study and Final Program EIR that was
certified by the San Mateo County Board of Supervisors in connection with the
County's adoption of the Reusable Bag Ordinance.
• There are no site-specific operations required by the City's adoption of its ordinance
that are anticipated to create environmental effects different from those covered by
the Final Program EIR.
• None of the conditions listed in 14 California Code of Regulations, sections 15162(a)
and 15163 are applicable to the City's adoption of the proposed ordinance. These
conditions include (1) changes in the project or in the circumstances under which it
is undertaken that require evaluation of new significant environmental effects and (2)
the availability of new information relating to significant effects or mitigation
measures that was not known and could not have been known when the previous
EIR was prepared.
• No new environmental effects could occur, no new mitigation measures are required
due to events occurring after the program EIR was certified, and thus no additional
environmental document is required. (CEQA Guideline §15168(c)(2).) In making this
determination, the City has evaluated whether any of the conditions in CEQA
Guideline §15162 would trigger the need for further CEQA review.
• As explained in Attachment 3 hereto, which is incorporated herein by this reference,
if the proposed reusable bag ordinance is adopted by the City, it will not result in any
significant effect on the environment, will not be growth-inducing, and will not result
in significant irreversible changes to the environment;
• There are no feasible alternatives or mitigation measures that would substantially
lessen or avoid any significant effects the project would have on the environment.
If the City Council makes these findings it can approve the proposed Ordinance as
being within the scope of the project covered by the program EIR, and no additional
environmental document is required.
 _ 1`

MALCOLM SMITH
PUBLIC COMMUNICATIONS MANAGER

ROBERT B.
