7.A. - Page 397 <br /> Mr. Lyon noted the table is on Page 30 of the Staff Report. <br /> Commissioner Borgens asked if, in the comparison sites, the neighborhoods were <br /> preexisting or if they grew up around the Costcos. She noted that in Daly or South City <br /> the neighborhood grew up around the Costco. <br /> Ms. Hennum replied that she didn't know. <br /> Commissioner Bondonno asked about the queuing data. He asked if exhibit A is the <br /> current existing conditions. <br /> Ms. Hennum replied yes. <br /> Commissioner Bondonno asked if Exhibit B is what she expects to see with the <br /> expansion to 20 fuel stations and the resulting decrease in queuing. <br /> Ms. Hennum replied yes and stated that this is a conservative estimate of what is <br /> expected. <br /> Commissioner Bondonno asked if Exhibit C is what would happen with the 20 pump <br /> configuration and no reduction in queuing. He asked if it the expansion would <br /> accommodate the queue currently seen at 12 pumps. <br /> Ms. Hennum replied yes and stated that with the site plan as proposed today's queue <br /> can be accommodated in that gas station area. <br /> Commissioner Bondonno asked if Exhibit D is a hypothetical 16 pump configuration and <br /> asked why it is there. <br /> Ms. Hennum stated that she thought it was asked for. She stated out of the list of 25 <br /> sites, the worst case scenario was chosen to represent what might happen in Redwood <br /> City. She stated taking from the 16 position stations, the average is represented in <br /> Exhibit D. <br /> Commissioner Bondonno stated Exhibit D is potentially representative of other 16 pump <br /> facilities but does not necessarily correlate with current or expected demand in Redwood <br /> City. <br /> Ms. Hennum stated that it does not correlate with current conditions. She stated it could <br /> represent queuing if the demand does not increase. She noted Costco members who <br /> avoided getting gas during peak hours might now do so because the queues would be <br /> shorter. <br /> Commissioner Bondonno noted table 2 on page 34. He noted that the least amount of <br /> queuing happens at the 16 pump configuration and asked why that is. <br /> Ms. Hennum stated that the numbers used for the column representing 16-pump gas <br /> stations are based on a wide range of data, whereas the numbers for the 20-pump gas <br /> station are from the worst-case scenario, a single warehouse. She noted that if she <br /> were to take an average of all 20-pump gas stations, the numbers would actually be less <br /> than what Redwood City generates currently with 12 pumps. <br /> Page 5 of 21 <br />
