6.2.A. - Page 11 <br /> WHEREAS, the City Council has reviewed and carefully considered the <br /> information in the EIR, and makes the findings contained in this Resolution, as an <br /> objective and accurate document that reflects the independent judgment and analysis of <br /> the City in the discussion of the Ordinance's environmental impacts. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF REDWOOD CITY AS FOLLOWS: <br /> That based on the entirety of the record before it, which includes without <br /> limitation, the California Environmental Quality Act, Public Resources Code §§ 21000, <br /> et seq. ("CEQA") and the CEQA Guidelines, 14 California Code of Regulations § 15000, <br /> et seq. the Program Environmental Impact Report ("EIR") that analyzed the impacts of <br /> this reusable bag ordinance if adopted in cities throughout the County of San Mateo as <br /> well as neighboring jurisdictions; all reports, minutes, and public testimony submitted as <br /> part of the County's consideration of the EIR; all reports, minutes, and public testimony <br /> submitted as part of the City Council's meeting on March 11, 2013; and any other <br /> evidence (within the meaning of Public Resources Code § 21080(e) and § 21082.2), the <br /> City Council of the City of Redwood City hereby finds as follows: <br /> 1. The foregoing recitals are true and correct and made a part of this Resolution. <br /> 2. The exhibits and attachments are incorporated by reference as part of this <br /> Resolution, as if it were set forth fully herein. <br /> 3. The documents and other materials constituting the record for these <br /> proceedings are located at the City Clerk's office for the City of Redwood City, 1017 <br /> Middlefield Road, Redwood City, CA 94063. <br /> 4. On October 23, 2012, the County of San Mateo certified a Program <br /> Environmental Report ("EIR") that analyzed the impacts of this reusable bag ordinance <br /> if adopted in cities throughout the County of San Mateo as well as neighboring <br /> jurisdictions. The EIR was certified pursuant to the California Environmental Quality Act, <br /> Public Resources Code §§ 21000, et seq. ("CEQA") and the CEQA Guidelines, 14 <br /> California Code of Regulations § 15000, et seq. <br /> 5. Pursuant to Section 15168 of the CEQA Guidelines, a Program EIR has <br /> been prepared analyzing the adoption of this ordinance, which included the City of <br /> Redwood City in its geographic project area and included the adoption of the ordinance <br /> as a logical part in the chain of contemplated action.
