It is
typically expressed in terms of a percentage of parking supply. To evaluate existing parking
occupancy rates at the Redwood City Costco site, parking demand counts were conducted in May
2011. Both the weekday pm. peak period (4:00 p.m. to 7:00 p.m.) and the weekend midday peak
period (11:00 a.m. to 3:00 p.m.) were counted at half-hour intervals. These peak periods were
identified for evaluation based on known trip generation characteristics at Costco warehouses. Trip
generation characteristics at Costco warehouses and the parking counts for this site indicated that
the weekend peak period experienced the highest parking demand and was the critical time period
for the parking needs evaluation.
From the parking data collected, it was determined that the peak half hour of parking demand during
the peak half hour on the weekend occurred on the weekend from 1:30 to 2:30 p.m. Figure 7 provides
a graphical summary of the parking occupancy within the entire retail center by study zone for the
weekend peak half hour period.
Kittelson&Associates,Inc.
