The occupancy rate varied <br /> by zone within the site. As expected, the parking spaces closest to the Costco warehouse entrance <br /> (Zones 3, 4, and 6) were more heavily occupied, while the spaces in the far corners of the parking lot <br /> had lower utilization. Zones 3, 4, and 6, which are located nearest the Costco warehouse entrance, <br /> were the most heavily utilized with over 95% average utilization during the weekend peak period. <br /> The parking on the remainder of the site had much lower utilization, with over 350 vacant spaces <br /> available overall and over 200 vacant Costco-specific spaces during the weekend peak half hour <br /> period. <br /> In general,parking is considered to be "full"at approximately 90% occupancy, as described in the ITE <br /> Parking Generation Manual. This is to allow for ease of circulation, parking availability, and to account <br /> for variations in parking turn-over.Therefore, under existing conditions,the site operates well within <br /> the recommended parking supply buffers to allow for customer convenience and efficient on-site <br /> circulation. It also provides a significant margin for daily and seasonal fluctuations in parking <br /> demand, and accounts for flexibility in on-site circulation and maneuverability. As documented <br /> previously, the seasonal peak activity observed at the site (December 2010) was approximately 11% <br /> higher than that during the month when the parking data was collected (May 2011). Using this factor, <br /> the peak parking demand in December 2010 would be approximately 604 vehicles for the Costco <br /> parcel during the weekend peak half hour. This would equate to an occupancy rate of 81% on the <br /> Costco parcel which is still below the 90% occupancy rate for parking to be considered"full." Figure 8 <br /> summarizes the peak half hour of parking demand on site during the weekday p.m. peak period. As <br /> can be seen from Figure 8, parking demand was significantly lower during this time period with only <br /> 39%of the Costco parking supply occupied during the peak half hour. <br /> Effects of Proposed Fuel Station Expansion on Parking <br /> The concept site plan for the proposed expansion of the Costco Gasoline fuel station from three to five <br /> islands along with associated parking modifications shows a net parking supply loss of zero stalls. <br /> While some parking will be removed immediately adjacent to the fuel station to accommodate the <br /> additional fuel islands, the parking lost in that location will be made up by other parking <br /> modifications in Zones 3, 4, and 6. Given that there is sufficient parking on site today and no net loss <br /> of parking supply is proposed as part of the fuel station expansion, it can be concluded that there will <br /> still be sufficient parking on site to accommodate the typical and seasonal peak parking demands <br /> with an expanded fuel station in place. <br /> Kittelson&Associates,Inc.
