Redwood City Costco Gasoline Expansion ProjE 7.A. - Page 450
August 4,2011 ruye 3
FINDINGS
Based on the results of the evaluation outlined in this memorandum, the following findings have been
developed:
Existing Site Trip Generation
The 2006 EIR accurately estimated the total trip ends and net new trip ends that are
actually being generated by the Costco Gasoline fuel station now that it is operational.
However, the EIR did overestimate the number of shared trips that occur between the fuel
station and the Costco warehouse.
The existing fuel station is generating essentially the same number of trips that would be
expected from a four island (16 fueling position) facility indicating that the trip
generation for Costco Gasoline fuel stations does not appear to be directly related to the
number of fueling positions.
Existing 2011 weekday p.m. peak hour traffic volumes at the Middlefield Road/Willow
Street intersection, and along Middlefield Road in the immediate site vicinity, are less than
what was projected for near-term plus project conditions in the 2006 EIR.
Site Activitv Profiles
On an annual basis, December represents the peak month of activity on the existing site
and is approximately 11% higher than the time period when the recent traffic and parking
counts data was collected (May 2011).
Activity at the site in May 2011 when the counts were collected was above the average for
the time period from November 2009 to May 2011 (the only months with higher activity
were during the holiday season in December 2009 and December 2010).
Weekday daily activity at the warehouse is relatively consistent between noon and 6 p.m.
and weekend activity is relatively consistent between noon and 5 p.m.
During the time periods outside of those windows, activity at the warehouse is
significantly lower.
Activity at the fuel station is consistent through most hours of the day and does not
demonstrate typical peaking characteristics that are often found on roadways and
intersections.
Kittelson&Associates,Inc.
