The law wiil faciiitate efforts to address fif�e critical needs of homeless <br /> populations and persons with speciaE needs througho�t afl communities in Caiifarnia. <br /> Genera[!y, SB 2 amends hausing element law regarding planning and appro�a] far <br /> emergency sheiters and transitional and supporti�e hausing as fallows: <br /> Planninq (Go�ernment Code Section 655� <br /> • At least or�e zone shall be identified ta permit emergency shelters without a conditional <br /> use permit or other discretianary action. <br /> • SufFicient capacity must be ider�tified ta accommodate the rteed for ernergency <br /> shelters and at least one year-round emergency shelter. <br /> • Existing or proposed permit procedures, development antf management standards <br /> m�st be oblective and er�courage and facilitate the de�elopment of or conversion to <br /> emergency shelters. <br /> • Emergency shelters shall only be subject to de�elopment and management standards <br /> that apply to residential or commercial wit�in the same zone. <br /> • Written and objec#i�e s#andards may be applied as specified in statute, including <br /> maximum number of beds, pravision of onsite management, length of stay and <br /> security. <br /> • Includes flexibility for jurisd�ctians to meet zaning requiremertts with existing <br /> ordinances or demonstrate the need for emergency sh�lters can be accommodated in <br /> existing shelters or fhrough a multi�urisdictional agreement. <br />
