7.B. - Page 14 <br /> �Chapter 633, StaPutes of 2007(SB 2)� <br /> Identifying and Analyzing Needs and Resou�ces <br /> Current law, Go�ernment Code Section 65583(a)(7), requires an identification and analysis of <br /> the needs of homeless persons and families. The analysis is an essential camponent ofi an <br /> effective ha�sing element; howe�er data saurces can be limited and vary in estimates of <br /> need. As a result, an analysis should cansider a variety of data sources and include <br /> proactfve outreach with service providers to examine the degree and characferistics of <br /> hameless ne�ds in the community and surrounding communities. A�horaugh analysis <br /> includes: <br /> • An estimate or count of the daily a�erage number of persor�s lacking sheffer. <br /> W�erever possibfe, and ta better d�scribe the characteristics ofi n��ds, this #igure <br /> could be di�ided into singfe males, single females and famiiies (one or more <br /> adults with children) as the needs of each subgraup differ significantly. <br /> • As lacal data or other existing sources permit (see list belaw), a description of the <br /> percentage of the hamel�ss papulation who are mentally ill, developmentally <br /> disabled, �eterans, runaway or emancipated fost�r yo�th, substance abusers, <br /> sur�[vars of domestic�iolence, and ather subpopulations of homeless considered <br /> significant by the jurisdiction. <br /> • An inventory of the resources availa�le w[thin the community including shel#ers, <br /> transitional housing and supporti�e housing units by #ype. The analysis should <br /> estimate t�e number and type of existing shelter beds, artd units of transitional <br /> and supportive housing a�ailable. <br /> • Assess the degree of unmet hamefess needs, including the extent of need for <br /> emergency shelters. As part of fhis analysis, SB 2 now clarifies the need <br /> assessmenf for emergency shefters must cansider s�asanal and y�ar-round <br /> need.
