Programs to address requirements far <br /> transitional ar�d supportiv� housing should be implemented early in the planning period. <br /> Fu�ther, since the program for emargency shelters must be implemented within ane year of <br /> adoption, the housing eEement should provide analysis ta sup�ort and assure effective <br /> �mplementation of the program. For example, the analysis should examine the suitability of <br /> zones to be included in the program anc! whether sufficient anc[ sui#able capacity is a�ailable. <br /> The same type af analysis couid e�aluate development ar�d management standards that will <br /> be considered as part of establishing or amending zoning.
