As used in this article, the following definitions a�plv: <br /> (a} "Community," "ioca[ity," "local go�ernment," or"jurisdictian" means a city, city and county, <br /> or cou�ty. <br /> {b) "CounciE of governmenfs" means a single or multicounty cauncii created by a joint powers <br /> agreement pursuant to Chapter 5 (commencing with Section 6500) af Di�ision '! of Title 1. <br /> {c) "Department" means fh� Department af Hausing and Community Development. <br /> (d) "Emer enc shelter" has the same rneanin as defined in subdivision e of Section 5a801 <br /> of the Health and Safetv Code. <br /> �Housing elemenf" ar "element" means the housir�g element of the cammunity's ge�eraE <br /> plan, as required pursuanf to this article and subdivision {c) of Secfion 65302. <br /> "Su ortive housin " has the same meanin as defined in subdivisEOn b of Section <br /> 50675.14 of#he Health and Safety Code. <br /> "Transitional housin " has t�e same meanin as defined in subdivision h of Section <br /> 5fl675.2 af the Health and Safety_ Code. <br /> 65583. The housing element shall consist of an identification and analysis of existing and <br /> projected housing needs and a stafement ofi goals, policies, quantified objectives, financial <br /> resources, and sched�led programs for the preservation, impro�ement, and development <br /> of housing. The housing element s�all identiiy adequate sites for �ousing, including rentai <br /> housing, factory-bui{t housing, a�mobilehorr�es, and emer enc shelters and shall make <br /> adequate pro�ision for the existing and projected ne�ds of all economic segments of the <br /> community. The element shall contain all of the following: <br /> (a} An assessment of housing needs ar�d an in�entory of resources and constraints rele�ant <br /> to the meeting of t�ese needs. The assessment and inventary shafl include all of the <br /> following: <br /> (1) An analysis of population and employment trends and documenfatian of projections and a <br /> quantification of the locality's exis#ing and projected housing needs far all income levels, <br /> including extremely law income househalds, as defined in subdivision (b) of Section 50105 <br /> and Section 501 Q6 of fF�e Health and Sa#ety Code. These existing and projected needs shall <br /> include the lacality's share of the regional housing need in accordance with Section 65584. <br /> Local agencies shall calculate fhe subset of�ery low income households allotted under <br /> Sectian 65584 that qualify as extremely iow incnme househofds, The local agency may either <br /> use available census data to calculate the percentage ofi very low ir�came households t�at <br /> qualify as extremeiy iow income housEhofds or presume that 50 percent of the very low <br /> income househalds qualifiy as exfrem�ly low income households. The nurr�ber of exfremely <br /> low income households and very law income haus�holds sha�l �qual th�jurisdiction`s <br /> allocation of�ery low income hauseholds pursuant ta Section 65584. <br /> {2) An analysis and documentation of household characteristics, including le�el of payment <br /> compared to ability to pay, housing characteristics, �ncluding o�ercrowding, and housing <br /> stocic cor�dition. <br /> State pepartment of Housing - 99- May 2008 <br /> and Cammunity Devefopmeni <br />
