6.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 11, 2013 <br /> SUBJECT <br /> Ordinance establishing an enterprise fund for pocktown Marina <br /> RECOMMENDATION <br /> Waive the Second Reading and Adopt an Ordinance Adding Section 2.37 to Chapter 2, <br /> Article IV, to Establish an Enterprise Fund for the Operation and Maintenance of the <br /> Docktown Marina. <br /> BACKGROUND <br /> On February 25, 2013, the City Council waived the first reading and introduced an <br /> ordinance establishing an enterprise fund for the operations and maintenance of the <br /> Docktown Marina. <br /> ANALYSIS <br /> To make the ordinance effective, the City Council must complete the process of a <br /> second reading and adoption of the ordinance. After these actions are completed, the <br /> ordinance becomes effective in 30 days. A minor change was made to the wording of <br /> the ordinance clarifying that Section 2.37 is being added to the Chapter, as opposed to <br /> amending the chapter. <br /> ALTERNATIVES <br /> Council could choose to not adopt the ordinance, which would make operating and <br /> managing the Marina more difficult and less efficient. <br /> FISCAL IMPACT <br /> This action enables the City to receive and make payments related to the operations of <br /> the Docktown Marina. <br /> ENVIRONMENTAL REVIEW <br /> The establishment of an enterprise fund is not a "Project" subject to CEQA as it is <br /> simply the creation of a governmental funding mechanism <br /> G�� <br /> BILL EKERN <br /> COMMUNITY DEVELOPMENT DIRECTOR <br />
