6.1.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 11, 2013 <br /> SUBJECT <br /> Revocable License Agreement with Bay Area Air Quality Management District <br /> RECOMMENDATION <br /> By motion, approve the Revocable License Agreement with Bay Area Air Quality <br /> Management District for temporary installation of air quality monitoring equipment at <br /> City water pump station located at Twin Dolphin Drive. <br /> BACKGROUND <br /> Redwood City owns a water tank and pump station located near 1050 Twin Dolphin <br /> Drive. The City received a request from the Bay Area Air Quality Management District <br /> (BAAQMD) for temporary installation of air quality monitoring equipment on the roof of <br /> the pump station. BAAQMD is the local governmental agency with primary <br /> responsibility for regulating stationary source air pollution in the San Francisco Bay <br /> Area. <br /> ANALYSIS <br /> The purpose of the air monitoring equipment is to measure airborne lead in ambient air <br /> coming from aircraft at the San Carlos Airport, as part of a United States Environmental <br /> Protection Agency (EPA) study. The agreement is initially for a one-year term and is <br /> renewable with mutual agreement between the City and BAAQMD. This agreement <br /> may be terminated and the license revoked by the City Manager or Licensee with sixty <br /> (60) days advance written notice. BAAQMD will pay a monthly rental fee and electricity <br /> charges for use of their equipment on City property. <br /> BAAQMD has been collecting data for airborne lead at the San Carlos Airport since <br /> early 2012. The work is done at the direction of the EPA. After reviewing data collected <br /> over the last year, EPA directed BAAQMD to establish another monitoring site to the <br /> North of the San Carlos Airport. The purpose of the additional monitoring is to evaluate <br /> off-airport lead concentrations and provide additional information to the initial study. <br /> The roof of the City's pump station appears to be a very good location for the placement <br /> of an air sampler. The outcomes of this project will lead to a better air quality around <br /> the San Carlos Airport and the adjoining areas. <br /> The City of Redwood City's Real Property Acquisition and Disposal guidelines state that <br /> the Council will determine appropriate interim uses of City-owned property on a case- <br />
