7.A. - Page 2 <br /> For additional background information, a chronology of the project's history can be <br /> referenced in Attachment 6. <br /> Project Description <br /> Over the last few years, Redwood City Costco management has observed long wait <br /> times, impacts on on-site vehicle circulation, and obstructed access to parking from cars <br /> waiting in line at the fueling center. The results of these operational impacts have been <br /> summarized in the Kittleson & Associates, Inc. Transportation Assessment (Attachment <br /> 10). For example, the maximum wait time during the weekday peak period was over 11 <br /> minutes with a four minute forty-one second average wait time, while the maximum wait <br /> time during a Saturday peak period was over 14 minutes, with an average wait time of <br /> seven minutes thirty four seconds. <br /> As a result, Costco has concluded that the three fueling islands with 12 fuel stations are <br /> not efficiently meeting customer demand. In response to this observation, Costco <br /> submitted an application to the City to expand the existing fueling center by adding two <br /> additional islands and eight additional stations, for a total of five fueling islands and 20 <br /> fueling stations. The Project, as originally submitted, would involve the reconfiguration <br /> of the existing parking lot and onsite vehicle circulation, modifications to the existing <br /> landscaping, extension of the fuel station concrete slab and canopy, and new signage. <br /> The total number of parking spaces after the parking lot reconfiguration would have <br /> increased from 745 to 747 parking spaces by converting approximately 260 "Costco- <br /> sized" stalls, which are typically ten feet wide, to more standard size stalls of nine feet <br /> wide. The nine foot wide stalls are still in excess of Redwood City's required parking <br /> stall dimension of eight and a half feet wide. Additionally, the narrower stall widths <br /> would still maintain the double striping configuration, which should allow for adequate <br /> door swing. Therefore, the reduced size parking stalls are still anticipated to serve all of <br /> the Costco patrons without generating any new parking or site circulation impacts. <br /> Costco anticipates that the proposed modifications to the fueling center will result in <br /> shorter lines, reduced idling times, and improved onsite traffic circulation. <br />
