6.3.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 25, 2013 <br /> SUBJECT <br /> Water Connection and Service — 611 Glenloch Way, in unincorporated San Mateo <br /> County, CA <br /> RECOMMENDATION <br /> Adopt a resolution, approving a request to the Local Agency Formation Commission <br /> (LAFCo) for extension of water services outside jurisdictional boundaries to 611 <br /> Glenloch Way, in unincorporated San Mateo County, pursuant to Government Code <br /> Section 56133. <br /> BACKGROUND <br /> The property owner of 611 Glenloch Way (APN 068-021-290) wishes to construct a new <br /> single family residence on the vacant parcel. The parcel is located in the unincorporated <br /> part of San Mateo County, outside of Redwood City's jurisdictional boundaries, but <br /> within the city's sphere of influence and water service area. The owner of the parcel <br /> has applied to the County of San Mateo for a building permit to construct the proposed <br /> residence. As a condition of approval, the county requires the property owner to secure <br /> a new water connection and service from the City of Redwood City. The city must <br /> receive LAFCo approval to provide water service from the 8-inch water main that <br /> currently exists along the frontage of 611 Glenloch Way. <br /> ANALYSIS <br /> The extension of water service outside jurisdictional boundaries occurs a couple of <br /> times a year for single home projects such as this request. The occasional addition of a <br /> residential connection is not anticipated to have any significant impact on the city's total <br /> water allotment. <br /> Staff recommends that the city request LAFCo's approval to extend water service <br /> outside the city's jurisdictional boundaries to 611 Glenloch Way pursuant to <br /> Government Code Section 56133. LAFCo requires Council's authorization, by <br /> resolution, of requests made for new services. The water service connection proposed <br /> for the single family residence at 611 Glenloch Way is subject to the following conditions <br /> and fees: <br /> 1. LAFCo approval of the application for the proposed water service <br /> connection; <br /> 2. Property owner's payment of LAFCo fees; <br />
