6.1.B. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
March 25, 2013
SUBJECT
Cooperative Service Agreement between the City of Redwood City and United States
Department of Agriculture Animal and Plant Health Inspection Service Wildlife Services
for levee predator management
RECOMMENDATION
1. Approve and authorize the City Manager to execute the Cooperative Service
Agreement for five-year duration and Scope of Work/Budget Plan for $48,134.00 for the
first year between the City of Redwood City and United States Department of
Agriculture Animal and Plant Health Inspection Service Wildlife Services.
2. Authorize the City Manager to execute future Scope of Work/Budget plans within
the five-year durations of the Cooperative Service Agreement, providing the new scopes
of work/budget plans do not exceed $60,000 annually, and that the predator
management service is performed to the City's satisfaction.
BACKGROUND
The City is required to conduct a Predator Management Program on the exterior levee
segment that has restricted public access. This is required by the 1996 biological
opinion issued by the U.S. Fish and Wildlife Service as part of the Conditions of
Approval of the Corps of Engineers permit for the 1997 Levee Improvement Project.
The purpose of the Predator Management Program is to reduce predation of the
federally-listed California clapper rail and salt marsh harvest mouse. The City of
Redwood City's Predator Management Plan outlines the need to contract with United
States Department of Agriculture Animal and Plant Health Inspection Service Wildlife
Services (the Service) for predator management service.
ANALYSIS
On October 21, 2002 the City executed a similar agreement with the Service for
predator management service. Amendment Number 1 and Amendment Number 2 to
the agreement were executed on May 11, 2004 and November 10, 2004 respectively.
On December 7, 2007 the City executed a similar agreement for five-year duration with
the Service for predator management service, which expired in December 2012.
