6.2.A. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er March 25, 2013 SUBJECT Final Acceptance —2011-2012 Sanitary Sewer Replacement Project RECOMMENDATION Accept, by motion, the 2011-2012 Sanitary Sewer Replacement Project and authorize the release of bonds and retention according to city procedures. BACKGROUND On July 9, 2012, Council awarded the construction contract for the 2011-2012 Sanitary Sewer Replacement Project to Ranger Pipelines, Inc., of San Francisco, California which replaced approximately 4,743 linear feet of 6-inch and 8-inch vitrified clay pipe (VCP) sewer main with new 6-inch and 8-inch polyvinyl chloride pipe (PVC) and high density polyethylene (HDPE) pipe, 46 sanitary sewer manholes and 116 sanitary sewer laterals. Construction started in October 2012 and achieved final completion in early January 2013. Final walkthrough was conducted with PWS staff and punch list items were completed by end of January 2013. ANALYSIS The contract was awarded for a base bid of $885,660. The project was successfully completed in accordance with the plans and specifications. Change orders were issued totaling $25,396. The final contract amount is $911.056, which is 2.87% higher than the initially awarded contract amount. Change orders resulted due to the following: a. Adjustment of quantities for sewer pipe installation b. Adjustment of quantities for sewer lateral installation c. Additional concrete restoration for removal and replacement of concrete sidewalk d. Placement of controlled density fill (CDF) for trench backfill ALTERNATIVES Council may choose not to accept the project and/or authorize the release of bonds and retention which would be contrary to the terms of the contract, prior Council action, and the public contracting code.
