Buildin� Transparencv/Windows and Openin�s Facin� Streets. Placement and orientation <br /> of doorwavs, windows, and landscape elements shall create stron�, direct relationships with <br /> the street. Street-facin� fa�ades of all buildin�s shall incorporate windows and openin�s <br /> providin� li�ht to adiacent spaces, rooms, and uses. <br /> 1. Commercial Ground-Floor Uses. Windows and openin�s facin� streets shall constitute a <br /> minimum of 50 percent of street-facin� buildin� faces. Windows shall provide a clear <br /> and transparent view into �round floor-uses or shall displav merchandise to reinforce a <br /> pedestrian scale. <br /> 2. Commercial Upper-Floor Uses. Windows and openin�s facin� streets shall constitute a <br /> minimum of 40 percent of street-facin� buildin�faces. <br /> 3. Residential Ground-Floor Uses. Windows and openin�s facin� streets shall constitute a <br /> minimum of 30 percent of street-facin� buildin�faces. <br /> 4. Residential Upper-Floor Uses. Windows and openin�s facin� streets shall constitute a <br /> minimum of 20 percent of street-facin� buildin�faces. <br /> C. Primarv Pedestrian Entrance. For all residential, retail, and office uses, at least one primarv <br /> entrance to a �round floor use shall face the primarv street ri�ht-of-wav, as defined in Table <br /> 54-2. On corner parcels, the primary entrance may face the street corner of the primary <br /> street and a secondarv street (as defined in Table 54-2). Interior space shall be arran�ed to <br /> orient toward the entrance facin� the primarv street as the primarv entrance.
