6.4.A. - Page 102 2.0 Project Description
Mixed Use— Live/Work
According to the General Plan, the Mixed Use - Live/UVork category facilitates a creative mix of
residences and low-intensity workplaces. Live/work environments combine residential occupancy with
commercial activity in the same building space, generally with the resident using the combined or
adjacent commercial space for his or her business. Typical uses include artist lofts, studio spaces, small
offices, and similar low-intensity uses. Creative industrial workspace areas are also permitted, provided
that activities limit or confine noise, dust, and vibration impacts. Stand-alone residential development is
not permitted.
Development standards are consistent in both the General Plan and Zoning Ordinance Amendment as
follows:
■ Combined Use
o Maximum residential density: 20 du/acre
o Maximum commercial intensity: 2.0 FAR
o Maximum height: 3 stories
■ Single Use (Nonresidential)
o Maximum intensity: 2.0 FAR
o Maximum height: 3 stories
The Mixed Use Live/UVork Zoning District directly correlates to areas identified as Mixed Use - Live/UVork
on the General Plan Land Use map. The purpose and intent for the Zoning District directly correlates to
General Plan goals and/or policies. The development standards and regulations of the Zoning
Amendment are consistent with these purposes and intents.
Light Industrial Incubator Overlay
According to the General Plan, the Light Industrial Incubator Overlay is intended to provide highly flexible
space for start-up and expanding light industrial businesses. In particular, the Incubator Overlay provides
opportunities for small light industrial businesses to expand to medium-sized businesses, and to continue
to function and create new jobs in Redwood City. The Overlay will also allow for the conversion of older
out-dated uses, as the market dictates, into needed incubator space for smaller uses supporting health
research, clean industrial, green technology, or research/development businesses.
Development standards are consistent in both the General Plan and Zoning Ordinance Amendment as
follows:
■ Intensity: 1.0 FAR
■ Maximum Height: 3 stories
The Light Industrial Incubator Zoning District directly correlates to areas identified as Light Industrial
Incubator Overlay on the General Plan Land Use map. The purpose and intent for the Zoning District
directly correlates to General Plan goals and/or policies. The development standards and regulations of
the Zoning Amendment are consistent with these purposes and intents.
Commercial — Office Professional/Technology
According to the General Plan, the Commercial - Office Professional/Technology category provides
opportunities for small- and large-scale professional offices, office complexes and campuses, and related
uses that support office uses. This category also facilitates districts where emerging and evolving
technologies and businesses can operate in flexible building spaces. Such businesses may involve
combinations of traditional office activities and small-scale manufacturing or research and development
uses.
Development approaches can include low-scale buildings with limited or no outdoor use, or multi-story
office buildings and structured parking. Any use involving heavy trucking activity or warehousing is
specifically prohibited.
Redwood City
Comprehensive 2013 Zoning Amendment Page 12 of 51 Addendum to General Plan FEIR
