3.o Environ 6.4.A. - Page 111 <br /> have occurred with respect to the circumstances under which the project will be undertaken (see CEQA <br /> Guidelines Section 15162[a][2] cited above). <br /> 3.3 Comparison of Impacts Identified in 2010 FEIR and Impacts <br /> Associated with Comprehensive 2013 Zoning Ordinance <br /> Amendment <br /> The proposed Comprehensive 2013 Zoning Ordinance Amendment will not change any policies set forth <br /> in the 2010 General Plan; rather, the new provisions in the Zoning Ordinance will implement adopted <br /> policy, previously considered in the 2010 FEIR for the General Plan. As noted in the General Plan, "the <br /> Urban Form and Land Use goals, policies, and implementation programs focus new growth into mixed <br /> use activity centers and along corridors that are pedestrian friendly, serve as centers of community, and <br /> easily link to the regional transit system. Increased development densities and intensities in the infill areas <br /> and innovative parking approaches, which will be implemented primarily through zoning regulations, will <br /> incentivize smart growth" (General Plan page BE-55). The new zoning regulations implement this <br /> direction within the guidance of the maximum densities and intensities of development outlined by the <br /> General Plan. <br /> The proposed Comprehensive 2013 Zoning Ordinance Amendment does not involve any direct changes <br /> to the physical environment, as adoption of an amendment to the Zoning Ordinance does not in itself <br /> involve any physical development activity. The Zoning Ordinance is a regulatory document that sets <br /> standards for the use and development of all properties in Redwood City. The Comprehensive 2013 <br /> Zoning Ordinance Amendment consists of new development standards for the Mixed Use Neighborhood <br /> District, Mixed Use Live/Work District, Light Industrial Incubator District, Commercial Park District, <br /> Commercial Office District, Emergency Shelter Combining District, and Transient Residential Units and <br /> Hotel Combining Districts, in place to enhance the visual quality of these areas of the City, consider <br /> surrounding uses, and ensure that development regulations and processes are easily understood. <br /> Table 4 compares impacts identified in the 2010 FEIR with those associated with adoption of the <br /> proposed Draft Comprehensive 2013 Zoning Ordinance Amendment.
