Between October 11, 2010 and January 29, 2013, City of Redwood City staff and consultants <br /> prepared revisions to the Zoning Ordinance consisting of: <br /> a) Drafting of a new Mixed Use Neighborhood Zoning District (Article 54) to implement the <br /> Mixed Use - Neighborhood General Plan land use designation. <br /> b) Drafting of a new Mixed Use Live/UVork Zoning District (Article 55) to implement the <br /> Mixed Use - Live/UVork General Plan land use designation. <br /> c) Drafting of a new Light Industrial Incubator Zoning District (Article 17A) to implement the <br /> Light Industrial Incubator Overlay General Plan land use designation. <br /> d) Drafting of revisions to Commercial Park Zoning District (Article 16) and Commercial <br /> Office Zoning District (Article 29) to implement the Commercial - Office <br /> Professional/Technology General Plan land use designation. <br /> e) Drafting of a new Emergency Shelter Combining District (Article 25.8) to implement <br /> Housing Element policy direction and be consistent with State law SB 2. <br /> fl Drafting of revisions to Special Provisions (Article 31), including the title to Article 31 — <br /> Special Uses and Provisions, Article 31.1 — Pupose to clarify the Article's intent and <br /> purpose, Article 31.2 — Assisted Living Facilities to include assisted living facilities, and <br /> Article 3.15- Hotels to implement General Plan land use policy. <br /> g) Drafting of revisions to Article 2: Definitions associated with the new Articles of the <br /> Zoning Ordinance. <br /> h) Drafting of revisions to Article 3: Designation of Districts associated with the new Districts <br /> and Combining Districts of the Zoning Ordinance. <br /> i) Drafting of revisions to Article 30: Off-Street Parking and Loading to add parking <br /> standards for new uses and reduce parking standards consistent with General Plan land <br /> use direction. <br /> j) Drafting of revisions to Article 53: Mixed Use Corridor District to be consistent with State <br /> Building Code. <br /> k) Drafting of revisions to the official Redwood City Zoning Map to achieve consistency with <br /> the General Plan Land Use Map. <br /> 5. Pursuant to Section 15162(a)(1) of the CEQA Guidelines, the proposed Comprehensive 2013 <br /> Zoning Ordinance Amendment does not constitute "substantial changes"to the project. <br /> 6. Since certification of the 2010 FEIR, no major redevelopment activity has occurred in the <br /> areas identified for zone changes. Thus, pursuant to Section 15162(a)(2) of the CEQA <br /> Guidelines, no substantial changes have occurred regarding the circumstances under which <br /> the project is to be undertaken. <br /> 7. The unavoidable significant environmental effects identified in the 2010 FEIR are associated <br /> with the long-term build-out of properties in Redwood City pursuant to General Plan land use <br /> policy and the implementation of those policies through application of the Zoning Ordinance. <br /> The proposed Draft Comprehensive 2013 Zoning Ordinance Amendment will not change land <br /> use policies or allow for any intensification of use beyond that which was analyzed in the <br /> 2010 FEIR. Thus, pursuant to Section 15162(a)(3) of the CEQA Guidelines, no new <br /> information suggests that the Comprehensive 2013 Zoning Ordinance Amendment will have <br /> any additional significant effects not previously identified, nor any significant effects will be <br /> more severe than previously shown, no mitigation measures previously identified as <br /> infeasible are now feasible, and there are no mitigation measures or alternatives associated <br /> with the Comprehensive 2013 Zoning Ordinance Amendment that are considerably different <br /> from those analyzed in the FEIR that would substantially reduce one or more significant <br /> effects on the environment. <br /> Based on the analysis contained in this document and the above findings, the City of Redwood <br /> City hereby determines that the scope of environmental impact associated with the adoption of <br /> the Comprehensive 2013 Zoning Ordinance Amendment was fully and adequately addressed in <br /> the 2010 FEIR for the New General Plan for Redwood City.
