The commitment to use recycled water contributes to the Project's <br /> environmental sustainability (which is also responsive to the Guiding Principle of Plan <br /> Integrity). <br /> Plan Inteqritv <br /> Although the discussion for the City Council in the study session pertains to the <br /> symmetry between the City Council adopted Guiding Principles and the Development <br /> Agreement terms, the Development Agreement will be reviewed later on in the context <br /> of various interdependent documents including the Precise Plan and the Environmental <br /> Impact Report (EIR). The Precise Plan is a comprehensive zoning document that <br /> establishes maximum land use allowances (such as height and density) and <br /> architectural preferences for the area. The EIR analyzes potential development impacts <br /> for the foreseeable future and requires mitigations. <br /> In this case, Stanford University is deepening its commitment to the community through <br /> its build-out next to Stanford's Medical Clinics and providing substantial monetary and <br /> other community benefits that the City could not otherwise have required. In exchange, <br /> the City is assuring that Stanford will be allowed to build out its project over the course <br /> of 30 years without worry that a future City Council could exercise its authority in such a <br /> manner that would prevent Stanford from fully realizing its project. Accordingly, the <br /> Agreement provides that when the project is presented, the City will regulate the <br /> development largely by reference to consistency with the Precise Plan instead of <br /> through its land use powers as articulated in the Zoning Code. <br /> The Precise Plan requires high quality design and construction that will result in an <br /> attractive and well-designed addition to the City's built landscape and demonstrate the <br /> City's commitment and capacity to partner with developers to turn visions into reality in <br /> concert with community benefit. <br /> Next Steps <br /> The Stanford in Redwood City project supports the City's ability to help the community <br /> realize its vision of urban growth and bring several tangible infrastructure, workforce <br /> development, educational, recreation and arts benefits to our area. Through its work on <br /> the Precise Plan, EIR, and Development Agreement, the City is considering the project <br /> in a comprehensive way that identifies and addresses potential impacts and secures the <br /> greatest possible net benefit to the community. <br /> The specifics of each of the elements of the Development Agreement will be presented <br /> to the Planning Commission and City Council as the Plan, EIR, and Development <br /> Agreement are reviewed. This Council Study Session is intended to advise the City <br /> Council of staff's understanding of how the Council-approved Guiding Principles have <br /> been addressed within the key negotiating points of the Development Agreement and to <br /> determine if there are specific issues of concern that need to be addressed either <br /> through the final reports or through additional Development Agreement discussions. <br />
