9.A. - Page 10 <br /> As previously described, the primary accomplishments related to residential zoning changes <br /> have been adoption of the Downtown Precise Plan and Mixed-Use Corridor Zoning Districts and <br /> the first reading for the Mixed-Use Neighborhood Zoning District, Mixed-Use Live/Work Zoning <br /> District and Emergency Shelter Combining Districts. The Downtown Precise Plan establishes a <br /> contemporary vision for the Downtown and sets forth the specific land use parameters, <br /> development standards, architectural guidelines, and urban design criteria in order to create a <br /> unique, attractive and vibrant downtown. The innovative Downtown Precise Plan does not <br /> regulate density on a parcel basis and therefore allows significant flexibility for developers. In <br /> addition, projects in the downtown & mixed use districts described above have reduced (&/or <br /> options for in lieu) parking & open space requirements that reduce project costs. The City also <br /> offers park impact fee exemptions, reduced trafFic impact fees & an in-lieu fee option for <br /> undergrounding of utilities to affordable housing developments. <br /> The City has also significantly streamlined its entitlement process by preparing and approving <br /> its Downtown Precise Plan/ Environmental Impact Report (EIR) and new General Plan /EIR. The <br /> City also prioritizes affordable and special needs housing through its coordinated Plan Review <br /> Committee (PRC) expedited permit processing procedure. As appropriate, the City also utilizes <br /> CEQA exemptions to streamline the plan review process for infill development. <br />
