FINDjNCrS REGARDING PREPARATIpN AND CONSIDERATIQN UF THE EIR The Planning Commissian finds,with respect tfl the City's preparation,review arid cc3nsideratian of the EIR,that: • The City exercis�its ind�p�nden#judgme,nt in�ccordance witJ�the Publia Resources Code,section 20182.1(c},it�reta�iaiag the independent consulting firm Panorama Environment�l, Ina.,to prepare the EIR,and Pana�a Enviroomental,Ine.prepared�he EIR vnder the supervision ant�at the dit�ection af the City's Disector of the Planniag Division. • The City airculared the Draft EIR for review by responsible and trustee agencies and the public and snbmitte�.it to the State Clearinghause for review and oo�ment by state agencies, as reqwired by CEQA a�d tl�e CEQA Guidelines. • The EIIt and the propased Laurel Way Planned Developme�tt project vvere pmesen#ed to ti�e Ci.ty's P�aru�ing Cammission,wluch reviewed snd consider�,and eanducted a public hearing on,the EIR and the Laurel Way Planned Development project. The Planning Commission determined that the EIR was adequate and sufficient,prepared in compliance with CEQA and the CEQA Cruidelines, and the ETI�shauld be certified bscause al1 significant effe�s of the project have been mitigated�nd the project w�l�not have a,significant effect an the environment. � The EIR has been c;ompleted in oomplianoe with CEQA aynd the CEQA C�uidelines and refl�ct�the City's independent judgment and analysis.
