8.C. - Page 2 �commercial tenants of the Port use this infrastructure to conduct their <br /> businesses. The size and complexity of these CIP projects is limited. For example, <br /> total rail trackage on Port property is 6,000 feet. The 10-year CIP has no major <br /> additions or expansions of this type of infrastructure with the exception of road access <br /> and utilities that may be required for preparation of the preferred site for the ferry <br /> terminal. <br /> The Port owns and operates the 190-boat capacity Redwood City Marine, the public <br /> boat launch ramp, the "guest" dock for visiting recreational and commercial tour boats, a <br /> public fishing pier and waterfront access areas. The Port 10-year CIP includes <br /> approximately $4 million in projects to upgrade and maintain these recreational facilities. <br /> For example, several of the large floating docks in the Marina are planned for <br /> replacement with new docks, utility hookups, and other improvements. <br /> The final category of projects in the Port CIP is Administration which encompasses <br /> vehicles, equipment (pumps, forklifts, etc.), IT and office equipment which is necessary <br /> to operate the Port. <br /> Wharves 1&2 Project Update <br /> The Wharves 1&2 Reconstruction Project is included in the Port CIP with expenditures <br /> in FY13 and FY14. Construction started in August 2012 with the demolition of the old <br /> wooden wharf, removal/disposal of over 700 creosoted piles, and demolition of the <br /> wharf side Warehouse No. 1. Following demolition, approximately 112 new 24-inch <br /> concrete piles were driven "in the mud" to support the new wharf and ramps connecting <br /> to shore. Bubble curtains were used during the pile driving to attenuate the <br /> noise/vibration impacting fish and the pile driving was completed over 2 weeks before <br /> the closing of the "in the Bay" environmental work window. <br /> The pilings will support the new concrete deck of the Wharf. Forms or "false work" is <br /> being installed to be followed by the pouring in place of the new deck. Single steel pile <br /> dolphins have been installed for breasting and tying the ships to the Wharf. Walkways <br /> have also been installed to provide access to the ship and lines. The upland <br /> construction is in the final engineering and planning stages. The Port and its <br /> contractors have meet with PG&E and the City on new electric utilities and water lines. <br /> The new shore side seawall will be approximately 1,000 feet in length and will be high <br /> and strong enough to meet 50-year sea level rise and maximum storm surges. It will be <br /> constructed with sheet piles which reduces the amount of stone "rip rap" that would be <br /> needed for alternative types of construction and would be placed in the Bay. <br /> During construction Wharves 1&2 has stayed in operation with regular vessel calls to <br /> unload construction aggregates. Alterations in vessel docking and unloading operations <br /> have been coordinated by the Port, contractors, and the wharf users and they have <br /> been minor. <br /> The Wharves 1&2 Project is a design/build project which has given the contractors the <br /> ability to revise construction methods and materials and still meet project goals and <br /> design criteria. As of March 2013 the project is approximately at 50 percent complete. <br /> It is on budget and scheduled for completion by December 2013. <br />
