8.D. - Page 4 <br /> analyses of ineasures, including the best method for implementation and the impacts on <br /> the community, and bring recommendations for implementation back to Council. <br /> ALTERNATIVES <br /> Council could choose to adopt the Climate Action Plan with modifications or could <br /> choose not to adopt the Climate Action Plan. <br /> FISCAL IMPACT <br /> There are no immediate fiscal impacts or budget actions associated with the adoption of <br /> the Climate Action Plan. While implementation of ineasures identified in the CAP may <br /> result in fiscal and staff impacts, approval of the CAP does not commit the City to <br /> expend funds at this time on any of the measures. The fiscal impacts of fully <br /> implementing all Climate Action Plan measures, proposed and future, are unknown, but <br /> in any event are dependent on future policy choices. When projects related to the <br /> Climate Action Plan are advanced, the financial impacts and budget actions will be <br /> reported to Council. It is the City's past experience with implementing the climate action <br /> measures that are already underway, that those requiring fiscal support have been <br /> supported in a variety of ways, including General Fund allocations, grant funds or <br /> implementation and funding by outside agencies. <br /> ENVIRONMENTAL REVIEW <br /> The proposed Climate Action Plan Climate Action Plan implements the General Plan <br /> and is subject to prior environmental review under the California Environmental Quality <br /> Act (CEQA). A General Plan Final Environmental Impact Report (EIR) was prepared <br /> and certified by the City on October 11, 2010, in connection with the adoption of the <br /> General Plan. There are no new significant impacts nor any increase in the severity of <br /> previously identified impacts, and no change in circumstance has occurred with respect <br /> to the EIR and the proposed Climate Action Plan or the environment affected by the <br /> Climate Action Plan that would alter prior environmental findings, conclusions, or <br /> mitigation measures.
