This chapter outlines the main <br /> components of the process for putting this Plan into ��1� � �� ���y �"�.,. .���e <br /> action and identifies specific actions that are � _• — _-- -- � <br /> �; s� r .+�.- � <br /> recommended for implementation. �f�� �`y <br /> 2.� Prioritizing and Selecting , <br /> � � .` <br /> Measures for Action <br /> There are a large number of ineasures and programs that Redwood City may implement to <br /> reduce GHG emissions. The 15 measures recommended in this Plan were prioritized and <br /> selected based on those that are likely to yield the greatest emissions reductions toward the <br /> City's target reduction, those that can be quantified using C/CAG tools, and those that are most <br /> feasible (already implemented or partially implemented, ongoing, or planned by the City). <br /> The first step in the CAP process was to conduct a baseline emissions inventory and forecast. <br /> In November 2009, Redwood City's 2005 community and municipal GHG inventories were <br /> completed as part of a joint effort with ICLEI, Joint Venture Silicon Valley Network, and the <br /> County of San Mateo funded by C/CAG. For more information on the Greenhouse Gas <br /> Inventory and Forecast, see Appendix C. The second step in the process was to establish an <br /> emissions reduction target for the forecast year of 2020. The City's target was chosen to align <br /> with the state's target. The third step in the process was to determine the contribution that <br /> statewide emissions reduction initiatives will make toward meeting the City's reduction target, <br /> and the fourth step involved identifying additional measures that the City can feasibly take to <br /> reduce the emissions remaining after accounting for reductions from statewide initiatives. This <br /> included a review of the City's current programs and an estimate of associated emissions, as <br /> well as an evaluation of the 39 measures developed by C/CAG through the Regionally <br /> Integrated Climate Action Planning Suite (RICAPS) initiative. Appendix D identifies and <br /> describes the measures provided through RICAPS. <br /> For future planning, Appendix E describes potential measures that the City can consider along <br /> with Adaptation Planning (Appendix B)when updating this Plan, as funding or other resources <br /> becomes available, or as the measures recommended in this Plan are implemented. A <br /> summary of all 15 recommended emission reduction measures is provided in Table 1 below, <br /> followed by a timeline of tasks associated with each measure in Table 2. <br /> 19 <br />
