8.D. - Page 68
Executive u m ma
The Purpose of Conducting an Inventory
E ach day, local governinents operate bLrildings, vehicle fleets, street lights, traffic signals, water syterns, and wastewater
plants; local governinent ernployes consume resoLnces commuking to wrk and generate solid waste which is sent for
disposal. All of these activities dimctly or indimctly cause the release of carbon dioxide and other greenhouse gases into
the atmosphere. This report presents the finding and methodology of a local governinent operations (LGO)
greenhouse gas emissions inventory for the City of Redwod City. The inventory measnes the greenhouse gas
emissions resulting specifically from Redwod Cits governinent operations, arrang+ed by sector to facilitate detailed
analyis of einisions soLnces. The inventory addresses where and wizat quantity of emissions are generated through
various local governinent activities. Through analyis of a local governinent's einisions profile, the City of Redwvod
City can tailor strategies to achieve the most effective greenhouse gas emission reductions.
Strategies by wizich local governinents can significantly reduce errissions from their operations include increasing energy
efficiency in facilities and vehicle fleets, utilizing renewable energy sources, reducing waste, and supporting alternative
modes of transportation for ernploes. The benefits of these actions include lowr energy bills, improved air quality,
and more efficient governinent operations, in addition to the mitigation of local and global climate chang+e iinpacts. By
striving to save taxpayr money through efficient governinent operations, Redwod City is wrldng to irnprove
governinent services in a smart and targeted way that will benefit all of the Cits residents.
Redwod City recognizes t1at climate chang+e resulting from the greenhouse gas emissions of huin activities is a
reality. Global average sLnface teierattnes are rising due to intensification of activities that release carbon dioxide and
other greenhouse gases into the atmosphere. Potential irnpacts of climate chang+e include rising sea levels, more severe
and frequent storns, increased flooding, greater rates of coastal erosion, loss of critical labitat and ecosyterr, more
severe heat waves, increased pmcipitation, extended drought conditions, larger wildfires, shortages in water supply,
formation of groLmd level ozone, and heightened exposLne to vector born diseases.
By conducting this inventory,Redwvod City is acting now to limit future impacts t1at threaten the lives and property of
the Cits residents and businesses, make governinent operations more efficient, and improve the level of service it
offers to the residents of Redwvod City.
I I ' ii i 1 i i i i
