IT has a long and successful history working <br /> with Dell equipment and engineers and standardized on Dell servers and desktops long <br /> ago. Redwood City receives favorable pricing and support from Dell due to the quantity <br /> of equipment purchased for both Redwood City and the external clients IT supports. A <br /> Dell VDI solution will be 100% compatible with existing equipment and skill sets so no <br /> additional training would be necessary. <br /> While a contract for purchase of materials like this would otherwise be let through <br /> competitive bidding and awarded to the lowest responsible bidder, the Municipal Code <br /> provides an exception for cooperative purchasing when appropriate in order to obtain <br /> maximum quality at minimum cost when the public interest is served. Cooperative <br /> purchasing allows the City to make purchases from vendors whose names are on <br /> current established lists and where another government entity as engaged in a <br /> competitive process that is substantially the equivalent of that prescribed by the City's <br /> Charter and Code (RWC Municipal Code, Section 2.80(B). In addition, the purchase <br /> must conform to the City's specifications and the estimated price of the purchase is <br /> equal to or lower than that estimated for purchase if done through competitive bidding. <br /> Although this section is ambiguous as to whether it applies to purchases over $60,000, <br /> the City Attorney has opined that it does and is in the process of effectuating a revision <br /> to the Code to make this clear. <br /> Here, the purchase would be accomplished through cooperative purchasing based on <br /> the pricing accomplished through WSCA, which is a subsidiary entity of the National <br /> Association of State Procurement Officials (NASPO), LLC formed to manage its national <br /> cooperative purchasing program. WSCA/NASPO is a nationally-focused cooperative <br /> purchasing program which aggregates the demand of all 50 states and negotiates lower <br /> pricing contracts from manufactures in categories ranging from auto parts to computer <br /> equipment. Dell Marketing L.P. is one such manufacturer awarded a contract with <br /> WSCA/NASPO. All authorized governmental entities in any state are able to purchase <br /> using WSCA/NASPO cooperative contracts. The purchase price for the designated <br /> equipment and licensing is competitive and meets with the specifications of the City <br /> which prefers to continue using this particular brand in order to maintain efficiencies in <br /> service and performance. <br /> ALTERNATIVES <br /> Continue with the current system of deploying regular desktop computers for users <br /> based upon the replacement lifecycle of the desktops. <br />
