6.1.F. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 22, 2013 <br /> SUBJECT <br /> Redwood City General Plan 2012 Annual Report <br /> RECOMMENDATION <br /> Accept the Redwood City General Plan 2012 Annual Report and direct staff to forward <br /> the document to the State of California Department of Housing and Community <br /> Development and the Governor's Office of Planning and Research. <br /> BACKGROUND <br /> The General Plan Annual Report is intended to meet the reporting requirements of <br /> Government Code 65400(a)(2) and be consistent with the General Plan Annual <br /> Progress Report Guidance provided by the Governor's Office of Planning and Research <br /> (OPR). <br /> Government Code Section 65400(a)(2) requires jurisdictions to file an annual report <br /> addressing the status of their General Plan and progress made toward implementation <br /> of General Plan goals, policies, and programs, including progress in meeting its share of <br /> regional housing needs and efforts to remove governmental constraints to the <br /> maintenance, improvement, and development of housing. <br /> As such, the City is completing this 2012 General Plan Annual Report consistent with <br /> State law (Attachment 1). <br /> Pursuant to California Government Code Section 65400(a)(2) and Guidelines prepared <br /> by OPR, General Plan Annual Progress Report Guidance, the Annual Report must be <br /> submitted to the City's legislative body for review and acceptance. A copy of the annual <br /> report is required to be provided to the OPR and the Department of Housing and <br /> Community Development (HCD) by April 1 of each year (with a 60 day grace period). <br /> ANALYSIS <br /> The General Plan Annual Report is organized around major accomplishments to track <br /> progress on implementation programs for each General Plan Element: Built <br /> Environment, Housing, Building Community, Public Safety, and Natural Resources. This <br /> is accomplished through a narrative in the Annual Report and a comprehensive table <br /> (Attachment 2) that lists each implementation program, and the progress achieved thus <br /> far on that program. Redwood City continues to make progress on meeting its General <br /> Plan goals, policies, and implementation programs since the New General Plan was <br /> adopted in 2010. <br />
