This Plan is �,���y '�"�•�`,��'``� ,+�� ` ���A' <br /> �R� �� � r� � � <br /> � � ��, � � .�e� G, "� � ��, ,`� <br /> designed to be a blueprint of our ��al����� ��� '� � � y� �. - <br /> community's response to the � � � ` � -° �---� <br /> , � t , �. <br /> �., . �a�. t � ...�. � <br /> � ��„ � �±�< .°-° � <br /> challenges posed by climate change. �t, . �� ���� . . <br /> Redwood City has committed to � �' � �--�- �-+� � -� '� �� � � �� �� <br /> taking steps to reduce our emissions, implementing current environmental programs and <br /> services —and creating new ones—that support our community and families in doing the same. <br /> This Plan describes the measures the City is taking to lead by example in reducing <br /> communitywide GHG emissions and recommends new measures that will make our municipal <br /> government an even more efficient and resource conservation-minded organization. The Plan <br /> recommends continuing to implement, monitor, and evaluate a number of communitywide <br /> programs that can effectively reduce our emissions, such as the "smart" development patterns <br /> put forth in the City's 2010 General Plan, our new Green Building Codes, and our Complete <br /> Streets program. It outlines a schedule for reviewing and updating measures the City is <br /> currently taking, including our Water Use and Solid Waste Ordinances, Parking Policies and <br /> Management Strategies, and Commute Alternatives Program, not only to increase their <br /> effectiveness in reducing emissions, but also to better meet the changing needs of the City's <br /> businesses and residents. It recommends continuing pilot programs that are currently in <br /> progress, such as the Regional Bicycle Share and Last Mile Connection Pilot Programs, <br /> extending the LED Street Light Replacement Program, and reintroducing the Green Business <br /> Program piloted by the County of San Mateo. Finally, the Plan outlines a set of ineasures for the <br /> City to consider undertaking in the future, as we assess our progress toward meeting our <br /> emissions targets over time. <br /> The sections below describe 15 specific measures to reduce Redwood City's GHG emissions to <br /> 15 percent below 2005 levels by 2020. Certain measures aim to reduce emissions from the <br /> community at large, while other measures focus specifically on municipal operations. The first <br /> section describes the measures that focus on municipal operations, and the second section <br /> describes measures for the whole community. All measures are assumed to lead to specific, <br /> quantifiable reduction of GHG emissions, except for the supporting measures such as <br /> inventorying emissions and updating the Plan.
