I <br /> I <br /> 51 c.-I <br />'- <br /> '"'" <br /> March 8, 2004 <br /> Subject <br /> Utility Relocation Agreement with Pacific Gas and Electric Company - Ralston <br /> Avenue/Marine Parkway/Route 101 Interchange Improvement Project <br /> Recommendation <br /> Approve and authorize the City Manager to execute two Utility Relocation Agreements <br /> (one for Gas and one for Electric), between the Pacific Gas and Electric Company <br /> (PG&E) and the City of Redwood City for relocating existing underground utility <br /> transmission facilities in the Ralston Avenue/Marine Parkway/Route 101 Interchange <br /> Improvement Project area. <br /> Background <br /> On August 11, 2003, the City Council awarded the construction contract for the Ralston <br /> Avenue/Marine Parkway/Route 101 Interchange Improvement Project. The actual <br /> construction under this contract is scheduled to start this month (per agreement). <br />- <br /> The scope of the improvement of this interchange slightly expands the State right-of- <br /> way, It also includes the realignment of Island Parkway to intersect with Marine Parkway <br /> at the new northbound off-ramp signalized intersection,. For these reasons, several <br /> utilities, including PG&E's gas and electric transmission lines, have to be moved. <br /> Under normal City-sponsored project protocol, utility relocations would fall under the <br /> franchise agreements, which are explicit about the utility companies having to relocate <br /> their facilities at their own cost. This project, however, falls under the State's jurisdiction; <br /> therefore, mandating that the utility relocations follow the State's agreement with PG&E. <br /> Under the State's agreement, the cost is shared (50/50) between PG&E and the project <br /> owner, as outlined in the subject agreements. <br /> The cost estimates were done by PG&E and are conservative. In the interest of time <br /> and cost control, staff is trying to get the City's own contractor to do as much <br /> construction as possible. Actual costs will be used for the prorated reimbursement. <br /> A complete copy of the agreement is available for review in the office of the City <br /> Engineer, <br />- <br /> Page1of2 <br />
