7.A. - Page 125
Attachmeni '
Frnm: Erik Buehmann <erikb@bcdc.ca.ov>
Date:Tue, 22 Jan 2013 .2:22:43 -0740
To: Bfake Lyon<blvonCa@redwoodcitv.or>
Cc:loseph Wilson<ioe.wilson@paulscorp.corri>
Sufject: Pete's Harbor BCDC Design Review Proceedings.
M r, Lyon,
Joseph Wilson, representative for RWC Harbor Communities, LLC, requested that I email with an update
regarding the Pete's Harbor project's design review proceedings at the 5an Francisco Bay Conservation and
Development Cammission.
As you are aware, RWC Harbor Communities, LLC, as project praponent, had submitted designs for pre-
application reiew of their public access development to BCDC's Design Review Board. The Design Reiew
Board i5 an advisory baard that assists the Commission in evaluating design aspects of a project.Although the
Commission relies on the advice of the Design Review Board when reviewing a public access proposal, the
Commission makes the final determinatian as to whether a proposaE canstitutes "maximum feasble public
access" under our law and policies. The project proponent appeared before the Design Review Board on
Novernber 5, 2012 and presented its public access proposal. Based an the advice af the Design Reiew Board,
the project proponent reised the public access proposal and presented these revisians at the January 7,
2013 meeting. At that meeting, the Design Reiew Baard determined that the project proponent had
responded to the Board's commen#s at the earlier meeting and that the Board would not need to reiew the
proposal further. Draft mEnutes from this meeting wifl be aailale on aur website on January 31, 2013.
We hae not yet receied a formal application for the Pete's Fiarbor project. However, oar faw and regulations require that an
appficant receive all local discretionary approvals before we can file an application as complete and subsequently bring the
application before our Comrnissian far a#inal review. Therefore, BCDC would be unable to file any application from RWC
Harbor Communities,LLC untii BCDC staff has received the project's planned development permit from Redwood City.We
understand that the Pete's Harbor Planned Development Permit approed by Redwoad City Planning Commission in October
2012 is scheduled to be considered by your City Council on January 28,2013.
For your information, BCC,and the esign Review Board, strongly encourages the inclusion of the proposed water trail access
for hand-launch boats,as is propased in the Pete's Harbor public access proposal.
Please let me know if you need further information.
Sincerely,
Erik Buehmann
Permit Analyst
San Francisco Bay Conservation & Development Commission
415.352.3645
erikb@bcdc.ca.ov
