� 8/23/99 6.3.A. - Page 4 � 0 R I G I N A L - ORDINANCE NO. 2�� ORDINANCE OF THE COUNCIL OF THE CITY OF REDWOOD CITY AUTHORIZING THE LEVY OF A SPECIAL TAX WITHIN REDWOOD SHORES COMMUNITY FACILITIES DISTRICT NO. 99-1 (SHORES TRANSPORTATION IMPROVEMENT PROJECT} OF THE CITY OF REDWOOD CITY WHEREAS, on March 22, 1999, the Councit of the City of Redwood City (the "Council") adopted its Resolutian No. 13590 stating its intention to form Reawaad Shores Community Facilities District No. 99-1 (Shores Transportation Improvement Project) of the City af Redwood City (the "District") pursuant to the Mella-Roos Community Facilities Act of 1982, as amended (constituting Section 53311 et seq. of the Government Code) (the "Act"}, for the purpose of financing (1}the construction, purchase, modification, expansion, improvement or rehabilitation of sanitary sewers, streets, storm drainage facilities, utifities, parks, landscaping, and other infrastructure improvcments and relocations, including traffic signalization and improvements to street intersections and freeway interchanges, for the following projects, including all furnishings, equipment, and supplies related thereto (collectively, the "Facilities"): {a)the Marirte Parkway intersection at or near Oracle WestlShoreway Road; {b)the Marine Parkway intersection at or near Twin Dolphin Parkway; (c)the Marine Parkway intersection at or near Bridge Parkway; (d)Ehe Redwaod Shores Parkway intersection at or near Bridge Parkway; (e)the Ralston Avenue intersection at or near Hiller Street; {�the northbound U.S. 101 on-ramp at the Marine Parkway/Ralston Avenue interchange; (g)the HOV bypass lanes at the northbound U.S. 101 on- ramp at the Ralston Avenue interchange; and (h)the reconfiguration of the U.S. 1011Marine ParkwaylRalston Avenue interc�tange to a partial cloverleaf design; all as such improvements are mare fully described in the "Shores Transportation Improvement District (STID) Final Repart - Phase II" report dated as of April 10, 199$ and supplemented in the "Shores Transportation Improvement District {STID} Supplement to Final Report" suppiement dated as af June 10, 1998 prepared by Brian Kangas Foulk, and (2) incidental expenses to be incurred, including (a)the cost of engineering, plarming and designing the Facilities; and (b) all costs associated with the creation of the District, the issuance of the bonds, the determination of the amount of special taxes to be levied, costs otherwise incurred in order to carry out the authorized purpases of the Distcict and administering the District (collectively, the "Incidental Expenses"}, all as more fully described in Resolution No. 13590; and WHEREAS, notice was �ublished and mailed as re�uired by law relative to the intention of the Council to form the District, to levy a special tax therein, and to incur bonded indebtedness for the purpose of financing the Facilities and the Incidental Expenses; and WHEREAS, on April 2b, 1999, the Council held a noticed �ublic hearing as required by law relative ta the proposed formation of the District, the levy of the special tax therein, and the issuance of bonded indebtedness by tl�e District; and WHEREAS, at the public hearing all persons desiring to be heard on all matters pertaining to the formation of the District, the ievy of the special tax, and the issuance of bonded indebtedness were heard and a full and fair hearing was held; and 17385.2122931.0003 �
