6.1.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 6, 2013 <br /> SUBJECT <br /> Amendment No. 2 for the Safe Routes to School Program, Nadine Levin <br /> RECOMMENDATION <br /> Approve Amendment No. 2 between the City of Redwood City, Acting as Fiscal Agent <br /> for Redwood City 2020, and Nadine Levin to provide support to the Safe Routes to <br /> School Program through Fiscal Year 2013-2014. <br /> BACKGROUND <br /> For several years, Redwood City 2020 (RWC 2020) has received grant funding to <br /> implement a Safe Routes to School (SRTS) Program in the Redwood City School <br /> District. RWC 2020 is a collaboration of eight public and nonprofit organizations <br /> (including the City of Redwood City) that serve children, youth and families that live in <br /> Redwood City and unincorporated North Fair Oaks. RWC 2020 began a Safe Routes to <br /> School (SRTS) program in late 2009 as an important strategy within the RWC 2020 <br /> Wellness Initiative. <br /> The Federal Non-Infrastructure Safe Routes to School Grant was awarded to the City of <br /> Redwood City in October 2011 in the amount of $204,000. The purpose of this grant is <br /> to increase the number of students who are safely walking and bicycling to school. <br /> Funds from this grant are also being used to create a Safe Routes to School task force, <br /> conduct walking/biking assessments for the six participating schools (Adelante Spanish <br /> Immersion School, Roy Cloud School, Fair Oaks School, Garfield School, John Gill <br /> School and Hawes School) and provide tools to establish, maintain, and evaluate <br /> behavioral changes to encourage walking and bicycling to school. On March 25, 2013 <br /> the Council approved an agreement with Alta Planning + Design that will cover the <br /> walking/biking assessment component. <br /> This initiative, now in its third year, continues to require the services of consultant <br /> Nadine Levin. On April 1, 2012, the City and RWC 2020 entered into an agreement with <br /> Ms. Levin in the amount of $9,999 to work with RWC 2020 to assist in creating a <br /> sustainable SRTS program within the Redwood City Schools. On September 1, 2012, <br /> Amendment No. 1 to the agreement increased the contract amount by $15,000, for a <br /> total of $24,999. That amendment was approved to include Ms. Levin's overall <br /> coordination of the program and her close work with the involved schools, in order to <br /> implement strategic planning, further promote implementation, and offer enhanced <br /> accountability. In Amendment No. 2, the total for the additional services to be performed <br /> will not exceed $46,000, for a total aggregate contract amount of $70,999. <br />
