However, successful prosecution of an appropriations request for <br /> federal cooperation is also dependent on taking advantage of all opportunities to make <br /> one's case on the appropriate legislative vehicle. The entire legislative year provides <br /> opportunities for funding. The percentages of success in the near term are reduced by <br /> delay. The ESA is a federal act being applied on Federal land, but, the opportunity to <br /> cooperate with a large municipality and county government, permanently secure the <br /> future of a national wildlife preserve and provide for the conservation of endangered <br /> species on those lands should be a powerful inducement to solutions. <br /> Mr. Everett, you also asked me to address "what the City is getting for its money." I <br /> think this letter, in some small way, answers that question. But let me also mention to <br /> you other benefits the City has enjoyed from its relationship as client. Although I <br /> initially quoted you $300 per hour up to a limit of $30,000 for the feasibility study, I <br /> actually charged the City $230 dollars per hour because I was intrigued by the <br /> opportunity to manage a pro-environment/pro-citizen effort. My regular rate takes into <br /> consideration my expertise and ability in managing this type of project. Your retainer <br /> will not completely compensate me for the time I expect to expend managing this matter <br /> in Washington, D.c., and coordinating this effort in Redwood City. <br /> I believe the most economical method for the City to proceed is with a monthly retainer <br /> in the amount of $7,500 per month plus expenses. I hope to have the program complete, <br /> or substantially complete, within one year. We agree to review progress and performance <br /> in 3 months to assure satisfaction by the City.
