Silt deposits in the Belmont Slough had accumulated
over the years which prevented the flap gates from opening. Water from the lagoon was
unable to discharge into the slough creating water quality issues. The project was
designed to improve the water quality and serviceability of the Redwood Shores storm
drainage system that includes the lagoons. The work consisted of removing and
disposing of the silt from two 60-inch discharge pipelines under Marine Parkway and
dredging approximately 2,000 cubic yards of silt within Belmont Slough.
ANALYSIS
The contract was awarded for a base bid of $318,691.50. The project was successfully
completed in accordance with the plans and specifications. Credit change order was
issued totaling $658.09. The final contract amount is $318,033.41.
Construction started in mid October 2012 and was completed in mid-December 2012.
Acceptance was delayed due to receipt of a complaint letter from Foundation of Fair
Contracting. The complaint has been resolved satisfactorily.
ALTERNATIVES
Council may choose not to accept the project and/or authorize the release of bonds and
retention which would be contrary to the terms of the contract, prior Council action, and
the public contracting code.
FISCAL IMPACT
Sufficient funding for this construction agreement was previously approved under GID
1-64 Maintenance and Operation Fund— Marine Parkway Pump Station.
