Atta 7.A. - Page 48 <br /> avoidance for the Hetch Hetchy supply under Federal and State regulations. Under revisions to <br /> the Surface Water Treatment regulations (California Code of Regulations), which became <br /> effective in July 1998, public water systems serving water from the Hetch Hetchy supply must <br /> demonstrate to the California Department of Public Health (CDPH) that the supply meets the <br /> State criteria for filtration avoidance. The City confirms, in its certification to the CDPH, that the <br /> Hetch Hetchy water supply it distributes will be in compliance with the State criteria for <br /> filtration avoidance. <br /> Monitoring of the water quality within the City distribution system is the responsibility <br /> of Redwood City. The City routinely monitors its system for bacteriological quality, chlorine <br /> residual, general physical parameters and disinfection byproducts. The City also conducts lead <br /> and copper tap sampling, water quality parameter monitoring, and public education as <br /> required by the EPA's Lead and Copper Rule. The City's potable water quality consistently <br /> meets primary and secondary drinking water standards. The City also has a proactive program <br /> to flush the distribution pipelines to remove deposits, encrustations, sediments, and other <br /> materials. This flushing prevents water quality problems related to taste, odor, and turbidity, <br /> among others. The City maintains a database recording the schedule and length of time for each <br /> flushing. During times of water shortage, the City may suspend flushing activities to conserve <br /> water resources. The City also has a Cross Connection Control Program and has certified staff to <br /> ensure that all backflow prevention devices are tested and maintained annually. <br /> Capital Improvement Program <br /> The City's projected capital improvement plan for the Enterprise for Fiscal Year 2012-13 <br /> through Fiscal Year 2016-17 is set forth below. The City intends to fund its capital improvement <br /> plan through fund equity and current revenues. <br /> For the past 16 years, the City has spent approximately $2,000,000 per year from fund <br /> balances and current revenue in order to replace aging facilities and equipment of the <br /> Enterprise. Starting from Fiscal Year 2012-13, the City plans to substantially increase its <br /> investment in the City's potable water capital improvement program. This additional <br /> investment will include improvements to two exisiting water tanks and the construction of a <br /> new water tank and pump station to better serve both existing customers and future <br /> development during emergency responses. <br /> The City Council appropriated $6,265,000 for capital improvements in Fiscal Year 2012- <br /> 13.
