The <br /> Bonds are payable solely from the revenues of the Enterprise and other sources as described in the Official <br /> Statement. The taxing power of the City the County, the State of California, or any political subdivision thereof is <br /> not pledged to the payment of the Bonds. <br /> General <br /> The City of Redwood City (the "City") is located in the San Francisco Bay Area 25 miles south of <br /> San Francisca It is the oldest bayside city in San Mateo County(the "County'),incorporated in 1867,and <br /> has been the County Seat since 1856. The City combines residential, industrial, and commercial elements <br /> in a largely urban environment. Its waterfront provides a yacht harbor and the only deep-water port in <br /> the South Bay.A wide variety of housing types are available. <br /> Municipal Government <br /> Genera l <br /> The City Council consists of seven members, elected by the voters of the City to staggered terms <br /> of four years each. The City Council is the only body elected directly by the residents of Redwood City. <br /> As the legislative branch of the government, it makes final decisions on all major city matters. The <br /> Council adopts ordinances and resolutions necessary for efficient governmental operations,approves the <br /> budget, and acts as a board of appeals. Brief resumes of the City Manager, the <br /> Director of Finance, the Financial Services Manager and the Community Development Director (who <br /> previously was the Public Works Services Director)are shown below. <br /> Robert Bell, City Manager. Bob Bell has over 20 years of management and human resources <br /> experience in both the private and public sectors. Before being appointed as City Manager of Redwood <br /> City, he served as Assistant City Manager from 2005 through 2007, and then Interim City Manager from <br /> November, 2010, until his appointment in April, 2011. Bob began his career in Redwood City in 2005 as, <br /> the City's Human Resources Director, and previously served in that role for the City of Burlingame. Bob <br /> has a Bachelor's degree in Organizational Behavior from the University of San Francisco, a Master's <br /> degree in Public Administration from Cal State Northridge, and a PhD in Organizational Leadership <br /> from the University of San Francisco. <br /> Brian J. Ponty, Director of Finance. Mr. Ponty has served as the Director of Finance for the City <br /> since 1993. From 1985 to 1993, Mr. Ponty was the City's Assistant Finance Director.
