6.1.E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 20, 2013 <br /> SUBJECT <br /> Response to Civil Grand Jury Report "Water Recycling --An Important Component of <br /> Wise Water Management" <br /> RECOMMENDATION <br /> Approve by motion, the attached letter responding to the March 6, 2013 Grand Jury <br /> Report and authorize the mayor to sign and send the letter in response. <br /> BACKGROUND <br /> The San Mateo County Civil Grand Jury ("Grand Jury") filed a report regarding the use <br /> of recycled water in the County, and the relationship between the jurisdictions' reliance <br /> on imported water and the increasing demand for water in San Mateo County. In the <br /> Grand Jury's words: "Water recycling alone cannot completely mitigate the growing <br /> imbalance between water supply and demand, but used in conjunction with other water <br /> management options it can help the County and Cities maintain a safe and reliable <br /> water source." <br /> ANALYSIS <br /> The Report produced six findings and five recommendations. Two of the <br /> recommendations are directed at Redwood City (and Daly City) as the two cities in the <br /> County that produce and use recycled water: <br /> R1. Study expansion of their programs into other non-potable uses of recycled water. <br /> R2. Study geographic expansion of their recycled water distribution systems <br /> After a review of the Report, staff prepared the attached letter for Council review. <br /> Redwood City has an active program of marketing and outreach to property owners and <br /> developers to encourage use of the City's recycled water. Currently, the City <br /> encourages use of recycled water for landscape irrigation, cooling tower supply in office <br /> buildings, and dual-plumbed toilets in office buildings. Geographically, the City <br /> anticipates expansion of the system to the Westside of Highway 101 to accommodate <br /> the Stanford development project in Redwood City, Downtown development, and <br /> potential extension to the Menlo Country Club. Further, the City has been approached <br /> by outside agencies to consider expanding the City's distribution of recycled water to <br />
