Introduction <br /> This report presents the results of the air quality community risk assessment conducted for a <br /> proposed assisted living development at 2808 El Camino Real in Redwood City, CA. The <br /> proposed project consists of redeveloping parcels in the southwest quadrant of the intersection of <br /> El Camino Real and Oakwood Drive with a senior assisted living facility. Currently, the parcels <br /> include a jewelry store and an unoccupied restaurant on the El Camino Real frontage, and a <br /> vacant lot on the southwest end of the site. The proposed project consists of demolishing the <br /> existing structures and constructing 45 assisted living units on the site, to accommodate a <br /> maximum of 60 residents and beds. <br /> The recent versions of the Bay Area Air Quality Management District (BAAQMD) CEQA Air <br /> Quality Guidelines recommend projects that would locate sensitive receptors within 1,000 feet of <br /> sources of air pollution to evaluate potential impacts with respect to health risk and PM2.5 <br /> concentrationsi. This report evaluates the impacts of these sources on proposed sensitive <br /> receptors (i.e., residents that would be located at the proposed project). The proposed project is <br /> located within 1,000 feet of a major arterial roadway. According to the BAAQMD Google Earth <br /> database, there are no permitted stationary sources affecting the site (i.e., source that pose a risk <br /> and are located within 1,000 feet of the site). <br /> Construction of the proposed project would involve demolition of the existing buildings, site <br /> grading, trenching, paving and building construction. This construction activity would occur <br /> over a one- to two-year period. Residences are located immediately adjacent to the project site <br /> that may be affected by these construction activities. The primary concern to existing residences <br /> is exposure to emissions of diesel particulate matter (DPM), which is an air toxic contaminant <br /> (TAC) due to its potential to cause cancer, as well as fine particulate matter with a diameter of <br /> 2.5 microns or less (PMz.$), which is a regulated air pollutant. BAAQMD community risk <br /> screening tables indicate potential impacts for sensitive receptors (e.g., residences)located within <br /> 125 meters (410 feet) of a project this size. Therefore, a refined analysis of construction <br /> emissions was conducted to identify potential impacts. <br /> This report also evaluates the impacts of traffic emissions from El Camino Real on future <br /> occupants of the project site and evaluates the emissions from project construction upon nearby <br /> existing residences. The primary concern for new project residences is exposure to emissions of <br /> traffic DPM, organic TACs from all vehicles, as well as PM2.5. <br /> Significance Thresholds <br /> In June 2010, BAAQMD adopted thresholds of significance to assist in the review of projects <br /> under CEQA. These Thresholds were designed to establish the level at which BAAQMD <br /> believed air pollution emissions would cause significant environmental impacts under CEQA <br /> i Bay Area Air Quality Management District. 2010.
