Report of Phase I Environnzental Site Assessnzent June 18, 2008 <br /> PSI Project Nun2ber 865-8E039 <br /> 3.3 SIGNIFICANT ASSUMPTIONS <br /> PSI made the following assumptions in developing our Phase I ESA findings and <br /> conclusions: <br /> Groundwater Information - PSI interpreted and inferred the depth to first groundwater <br /> and direction of the shallow groundwater movement based on the information we <br /> obtained and our experience. Subsurface investigation would be necessary to <br /> determine site-specific groundwater parameters. <br /> • Regulatory Agency Information - PSI considers all information provided by EDR <br /> regarding regulatory status of facilities to be complete, accurate, and current. <br /> • Other Regulatory Information - PSI considers all other information obtained from <br /> regulatory or enforcement agencies to be complete, accurate, and current. <br /> • Interviews - PSI considers all information provided through interviews to be <br /> complete, unbiased and provided in good faith. <br /> • Other - None <br /> 3.4 LIMITATIONS, EXCEPTIONS, DEVIATIONS AND DATA GAP <br /> PSI considers that limitations, exceptions and deviations from the Practice manifest as a <br /> lack of or inability to obtain information required by the Practice. This represents the <br /> definition of the `data gap' contained in the Practice. <br /> PSI tracked the components for this assessment on the Data Gap Worksheet which is <br /> appended. Therefore, the limitations, exceptions, and deviations are identified in the <br /> Worksheet. <br /> In general, when required information was incomplete, not provided, otherwise not <br /> obtained or indicated a need for additional information, PSI attempted to use information <br /> from other sources to meet the Practices' performance objectives. When the data gaps <br /> affected the Environmental Professional's ability to identify RECs, PSI considered the <br /> data gap(s) to be significant. PSI identified significant data gaps (if any) in the Data <br /> Gap Worksheet and reported them in Section 1.1. Other data gaps are discussed <br /> below. <br /> • Recorded land title records and lien records to identify environmental liens and <br /> activity and use limitations (AULs) was not provided or otherwise made available <br /> to PSI for incorporation into this report. In the event that these records become <br /> available, PSI will evaluate this new information and determine whether or not it <br /> affects the conclusions of this report. <br /> 10 <br />
