The Federal Clean Air Act and the California Clean Air Act of 1988 require that the California Air
Resources Board, based on air quality monitoring data, designate portions of the state where Federal
or State ambient air quality standards are not met as "nonattainment areas". Because of the
differences between the Federal and State standards, the designation of"nonattainment area"is
different under the Federal and State legislation. Under the California Clean Air Act, San Mateo
County is a nonattainment area for ozone,PMIO,and PM2.5. The County is either in attainment or
unclassified for all other pollutants. Under the Federal CAA, San Mateo County is classified as a
nonattainment area for ozone and PM2.5. The U.S. EPA grades the region as in attainment or
unclassified for all other air pollutants, including PMIO.
4.3.1.2 Sensitive Receptors
BAAQMD defines sensitive receptors as facilities where population groups that are particularly
sensitive to the effects of air pollutants (i.e., children, the elderly, and people with illnesses) are likely
to be located. Examples include schools, hospitals, and residential areas. The project site is directly
adjacent to a residential neighborhood. The project itself is intended to provide housing for elderly
persons,would are considered sensitive receptors.
4.3.2 Environmental Checklist and Discussion of Imnacts
AIR QUALITY
Less Than
Potentially Significant Less Than
Significant With Significant No Impact Beneficial Information
Impact Mitigation pf Pf Source(s)
Incorporated
Would the project:
1) Conflict with or obstruct 1,2,3,5,6
implementation of the applicable air 7
quality plan?
2) Violate any air quality standard or 1,2,3,5,6
contribute substantially to an existing 7
or projected air quality violation?
3) Result in a cumulatively 1,2,3.5.6
considerable net increase of any 7
criteria pollutant for which the
project region is classified as non-
attainment under an applicable
federal or state ambient air quality
standard including releasing
emissions which exceed
quantitative thresholds for ozone
precursors?
4) Expose sensitive receptors to 1,2,3.5
substantial pollutant concentrations?
5) Create objectionable odors affecting a 1,2,3
substantial number of people?
Kensington Assisted Living Facility Project 19 Initial Study
Redwood City Apri12013
