Policy PS-13.4 In accordance with the Municipal Code and noise standards contained in <br /> the General Plan, strive to provide a noise environment that is at an <br /> acceptable noise level near schools, hospitals, and other sensitive areas. <br /> Policy PS-13.5 Limit the hours of operation at all noise generation sources that are <br /> adjacent to noise sensitive areas, wherever practical. <br /> Policy PS-13.9 Require noise created by new non-transportation noise sources to be <br /> mitigated so as not to exceed acceptable interior and exterior noise level <br /> standards. <br /> Chapter 24 (Noise Regulation) of the Redwood City Municipal Code establishes noise limits due <br /> to parties, dances, meetings or other assemblages of three (3) or more persons on any property <br /> during the hours of 8:00 PM and 8:00 AM. Intermittent noise generating events expected as a <br /> result of the operation of the proposed parking lot would not be characterized as a party, dance, <br /> meeting, or assemblage, all of which would be considered organized or planned gatherings. The <br /> quantitative noise limits established Redwood City Municipal Code were not used in the <br /> evaluation of parking lot noise. <br /> Existing Noise Environment <br /> The project is proposed southwest of the intersection of El Camino Real and Oakwood Drive in <br /> Redwood City, California. Residences are located adjacent to the southernmost boundary of the <br /> proj ect site. <br /> Noise monitoring was completed at the site between September 13, 2012 and September 18, <br /> 2012 in order to quantify existing ambient noise levels. The noise monitoring survey included <br /> one long-term measurement(LT-1) and two short-term (10-minute) measurements (ST-1 & ST- <br /> 2), as shown in Figure l. The existing noise environment at the site and in the vicinity results <br /> primarily from vehicular traffic on local roadways. <br /> Noise measurement LT-1 was made near the residences adjacent to the southernmost boundary <br /> of the project site, approximately 75 feet southeast of Oakwood Drive and 315 feet from the <br /> center of El Camino Real. Daytime hourly average noise levels ranged from 51 dBA Leq to 57 <br /> dBA Leq and nighttime hourly average noise levels ranged from 43 dBA Leq to 51 dBA Leq. <br /> Maximum instantaneous noise levels typically ranged from 65 to 70 dBA Lm� during the day <br /> and from 55 to 60 dBA Lm� at night. The Community Noise Equivalent Level (CNEL) ranged <br /> from 56 to 60 dBA over the 5-day measurement period. Data collected at LT-1 are summarized <br /> in Appendix A. <br /> Noise measurement ST-1 was made between 10:30 AM and 10:40 AM on Tuesday, September <br /> 18 along Oakwood Drive approximately 315 feet from El Camino Real. The 10-minute <br /> measurement resulted in an average noise level of 60 dBA Leq. Noise measurement ST-2 was <br /> made from 10:50 AM to 11:00 AM on Tuesday, September 18 near El Camino Real. The 10- <br /> minute measurement resulted in an average noise level of 69 dBA Leq. <br /> 2 <br />
