These and other effects will <br /> likely intensify in the coming decades and significantly impact the State's public health,natural and <br /> manmade infrastructure, and ecosystems.18 <br /> Agencies at the international,national, state, and local levels are considering strategies to control <br /> emissions of gases that contribute to global warming. There is no comprehensive strategy that is <br /> being implemented on a global scale that addresses climate change; however,in California a multi- <br /> agency "Climate Action Team,"has identified a range of strategies and the Air Resources Board, <br /> under AB 32,has approved the Climate Change Scoping Plan (Scoping Plan). AB 32 requires <br /> achievement by 2020 of a Statewide greenhouse gas emissions limit equivalent to 1990 emission <br /> levels, and the adoption of rules and regulations to achieve the maximum technologically feasible <br /> and cost-effective greenhouse gas emissions reductions. The CARB and other State agencies are <br /> currently working on regulations and other initiatives to implement the Scoping Plan. By 2050,the <br /> State plans to reduce emissions to 80 percent below 1990 levels. <br /> Bay Area Air Quality Management District <br /> Air Quality CEQA Thresholds of Significance <br /> The BAAQMD Air Quality CEQA Thresholds of Significance for operational-related greenhouse gas <br /> emissions is 1,100 metric tons of carbon dioxide equivalents (COze)per year or 4.6 metric tons of <br /> COze per service population19 per year. BAAQMD does not have a threshold of significance for <br /> construction-related greenhouse gas emissions. <br /> 4.7.1.2 Existing Conditions <br /> The project site is currently developed with two one-story commercial buildings totaling 5,700 <br /> square feet.
