TJ KM <br /> Transportation <br /> Consu Itants <br /> Project Pedestrian and Bicycle Circulation <br /> TJKM reviewed the proposed project in terms of its potential effects on local pedestrian and bicycle <br /> circulation. The project will construct new sidewalk along the entire project frontage on Oakwood <br /> Drive and EI Camino Real, and internal pedestrian walkway connections between the project's <br /> building access points and the new public sidewalk on Oakwood Drive will also be provided. <br /> Crosswalks with pedestrian signal indications are provided across Oakwood Drive, Dumbarton <br /> Avenue, and the north leg of EI Camino Real at their signalized intersection, but no crosswalk is <br /> provided across the south leg of EI Camino Real adjacent to the project site. Wheelchair curb <br /> ramps are provided at both ends of the crosswalks. <br /> The only local facilities available to bicyclists are roadways that must be shared with motorized <br /> vehicles. The existing roadway width on EI Camino Real does not appear to allow for adding bike <br /> lanes while maintaining the existing number of traffic lanes. On Oakwood Drive and connecting <br /> residential neighborhood streets to the west, automobile speeds are generally low (25 miles per <br /> hour posted speed) and traffic conditions are generally favorable for bicyclists. Parallel curb parking <br /> will be prohibited along the project site frontages on Oakwood Drive and southbound EI Camino <br /> Real, which will avoid additional parking friction with bicyclists. Therefore, no impacts are expected <br /> to local pedestrian and bicycle circulation due to the proposed project. <br /> Project Site Access and Circulation <br /> TJKM reviewed the project site plan to evaluate on-site circulation and access. The site plan shows <br /> one full access driveway to be provided on Oakwood Drive approximately 225 feet south of <br /> EI Camino Real. Spacing of the driveway from the Oakwood Drive intersections at EI Camino Real <br /> and Leahy Street is expected to be adequate given the 25 mph speed limit, the existing speed hump <br /> immediately west of the proposed driveway, and the low net project trip generation expected. <br /> Additionally, the maximum peak hour 95ih-percentile queue length of approximately 210 feet on <br /> eastbound Oakwood Drive extending back from EI Camino Real under Existing plus Proposed <br /> Project Conditions is not expected to block the project driveway. <br /> Within the project site, circulation is expected to be adequate. The site plan shows parking aisle <br /> and internal roadway widths that are adequate for internal vehicle, pedestrian, and bicycle <br /> circulation purposes. The entrance driveway at Oakwood Drive would be more than 25 feet wide, <br /> and the internal circulation driveway and parking aisle would be approximately 24 feet wide. These <br /> widths are expected to be adequate for two-way on-site vehicle circulation, especially given the low <br /> maximum peak hour trip generation of 23 vehicles. <br /> On a recent field visit, TJKM found that sight lines from the proposed project driveway location <br /> are generally adequate given the flat grades, low prevailing vehicle speeds, and proposed prohibition <br /> of curb parking on Oakwood Drive adjacent to the project site. To provide adequate sight- <br /> distance for motorists exiting the proposed project driveway on Oakwood Drive, TJKM <br /> recommends that all landscaping along the project street frontage that is located in the line of sight <br /> of traffic approaching the project driveway in either direction shall be limited to plants with foliage <br /> no more than three feet above the closest adjacent curb elevation, or trees with canopy foliage no <br /> less than seven feet above the closest adjacent curb elevation, or other dimensions as specified by <br /> the City Engineer. The line of sight is defined as an area within 15 feet of the driveway edge <br /> between the street curb and a point I 5 feet behind the back of the sidewalk or walkway, or as <br /> otherwise specified by the City Engineer.
