6.1.A. - Page 4 <br /> Tom Heys, a Docktown resident, thanked the Council for the Charter school in <br /> Redwood City. He also expressed appreciation of staff for taking the time to meet with <br /> residents in Docktown. He appreciates the involvement with the process and the various <br /> iterations sharing experience and knowledge. <br /> Regarding the agenda item 6.3A, one Council Member asked for staff to confirm that <br /> the only item before Council tonight is the creation of an Enterprise Fund (6.3.A) to <br /> handle the operations and maintenance of Docktown and nothing else. Mr. Ekern, <br /> Director of Community Development, confirmed that was the case. This Council <br /> Member also made remarks regarding the carry-out plastic bag ban and how he would <br /> have liked to see more options available such as the use of biodegradable bags. While <br /> he would have like to see these options, in the end he believes this is a good move and <br /> supports it. <br /> M/S Bain/Ira to adopt the Consent Calendar, excluding Item 6.2A, as presented. <br /> Motion carried 7-0 by electronic vote. <br /> In connection with agenda item 6.2A, one Council Member remarked that there are <br /> unfunded mandates set by the state which relate to the storm drain. She asked staff to <br /> comment. Mr. Ekern confirmed that the National Pollutant Discharge Elimination System <br /> (NPDES) controls water pollution and Redwood City has to monitor this very carefully. <br /> This ban will possibly, in the long run, help with our compliance. <br /> M/S Seybert/Ira to adopt Item 6.2 A, as discussed and presented. Motion carried 7-0 <br /> by electronic vote. <br /> 1. Section - Motion(s) <br /> A. Revocable License Agreement with Bay Area Air Quality Management <br /> District <br /> Recommendation: <br /> By motion, approve the Revocable License Agreement with Bay Area Air <br /> Quality Management District for temporary installation of air quality <br /> monitoring equipment at City water pump station located at Twin Dolphin <br /> Drive. MINUTE ORDER 13-050 <br /> B. Disposal of Surplus City Property <br /> Recommendation: <br /> Approve by motion and declare City vehicles and equipment on the attached <br /> list to be surplus and authorize staff to sell the items per City Charter. <br /> MINUTE ORDER 13-051 <br /> C.
