PUBLIC HEARING(S) <br /> A. Appeals of the October 16, 2012 Planning Commission Consideration <br /> of Addendum No. 2 and 2007 EIR and Approvals for the Costco <br /> Gasoline Station Expansion from 12 to 16 fueling positions located at <br /> 2300 Middlefield Road <br /> Mr. Blake Lyon, Planning Manager, presented the report noting the areas where staff <br /> worked with Costco to mitigate some of the traffic impacts (presentation on file). He <br /> offered to answer Council questions, but there were none at this time. <br /> Jim Dombroski, the attorney representing the four appellants, said he has submitted a <br /> letter (on file) to the Council and outlined the reasons for their appeal which included the <br /> following: concern for fair competition; fair gasoline prices in accordance with California <br /> law that gas cannot be sold below cost; taking a common sense approach regarding <br /> traffic, air quality, and possible consequences for smaller businesses. <br /> Tom Saberi, owner of a small gas station on Woodside Road, spoke against the <br /> proposed expansion as detrimental to all other gas stations in Redwood City. He <br /> related how they tried to expand their station years ago, but we're denied. He opined <br /> that there should be a level playing field for businesses, he feels that small businesses <br /> in this City are not met with the same receptiveness Costco is getting, and this should <br /> change. He opposes the expansion of gas pumps. <br /> David Rogers, representing Costco Wholesale, expressed appreciation and thanks for <br /> the earlier postponement of this hearing to tonight. Mr. Rogers and Sonia Hennum, <br /> from Kittelson & Associates, Inc., made their presentation (on file) sharing data analysis <br /> on the site's situation as compared to 25 other Costcos in the Western United States. <br /> The concerns they addressed included: traffic, car queuing times, exiting on Middlefield <br /> and the Woodside Road area.
